EBT Card can now tap or insert
Many states have transitioned or are transitioning to new EBT SNAP cards featuring chip and tap-to-pay (contactless) technology to help protect against benefit theft and skimming.
- Tap, Insert, or Swipe: When checking out, look for the contactless/tap icon on your new card or the store's terminal. Try to tap or insert your card first
- Store Readiness: Some retailers have not yet updated their point-of-sale (POS) systems to support the new EBT chip/tap software application identifiers (AIDs). If tap or insert fails or is not recognized, the terminal should prompt you to swipe the magnetic stripe instead.
- PIN Requirement: Even with a chip or tap transaction, you will still need to enter your standard 4-digit PIN on the keypad
- Activation: If you received a new card in the mail, remember to activate it immediately through your state's cardholder portal (such as the ebtEDGE App or BenefitsCal if you are in California) or by calling the EBT Customer Service Helpline at (855) 378-9991

Visa’s Plan
Visa’s announcement introduced new directives carving a clear path to full EMV adoption by 2015. Three initiatives were announced:
Visa will require U.S. acquirer processors and sub-processor service providers to support merchant acceptance of chip transactions by April 1, 2013.
Beginning October 1, 2012, Visa will expand its Technology Innovation Program (TIP), eliminating the requirement for merchants to validate compliance with PCI DSS for any year in which at least 75% of its Visa transactions are processed on chip-enabled terminals. To qualify, terminals must support both contact and contactless chip acceptance, as well as NFC-based mobile contactless payments.
A liability shift will gradually take place starting on October 1, 2015. As Visa’s announcement states, “Currently, POS counterfeit fraud is largely absorbed by card issuers. With the liability shift, if a contact chip card is presented to a merchant that has not adopted, at minimum, contact chip terminals, the ability for counterfeit fraud may shift to the merchant’s acquirer.”
